I would posit that the first thing we must do is get away from the Nuclear family and go back to the traditional family and do it quick. Having close family relationships between brothers and sisters, parents, grand parents, uncles and aunts is a stabilizing form.

I given up telling small towns that they need things to keep younger people around, they'll either adapt or they'll die.

I agree that having stronger family ties would be great for everyone--individuals and society as a whole. But I think the ship has sailed for expecting families to all live in the same town or city. The best thing we can do now is lean into technology and infrastructure projects to help people recreate close connections even of they don't physically live nearby. So, like, Google's holographic video chat project will improve the current Facetime experience. And if we could build high speed rail in America, that would help a lot to re-connect families.
